I have never thought of it this way before but you are right, they do exactly that.
They don't always deduct, what about Value ADDED Tax?

There's not really a difference. You could say that you don't pay for bread -- the store takes the money. It's just semantics.

If "paying" requires the action to be voluntary, most of us wouldn't be paying for much.

The real answer is one of semantics: We ARE paying through deductions on our paychecks (those who are self-employed and some others must directly pay each year in different tax tables and forms).They are TAKING the taxes as a way for us to easily PAY them. Before direct deductions, few people ever got an income tax refund. In fact, so many audits showed that people were not paying due to simple mistakes (as opposed to cheating), so congress decided to make it easier for us.

How nice of them.

You pay taxes. If you don't pay your taxes then they take taxes.

What is the difference?

With PAYE my employer takes my gross pay - pays part over to the Taxman as NI and Income Tax and gives the rest to me.

With VAT I pay the shopkeeper the full price, the shopkeeper pays part to the Taxman and keeps the rest.

Of course if I was to buy from a crook, he would take the full price including VAT and not pay any over to the Taxman. In that case yes he is 'taking' my tax.
