Yes, even if you are not required to file.

The IRS has announced an electronic free file option for people who have no legal requirement to file a tax return but must file a return this year in order to receive a 2008 economic stimulus payment. Click on this link to file for your rebate electronically:

Yes, but........

You must file a 2007 return in order to receive a payment this year.

However, the 2008 tax instructions will include a worksheet to help those who did not qualify for a payment in 2007 or those who received a reduced amount to determine if they can obtain a benefit when they file their 2008 tax returns next year.
