 Can I claim my child as a dependent on my W4 before they are born to reduce tax withholdings?
My wife and I are having our second child in July. I want to change my dependents now to reduce my withholdings, but want to be sure this won't catch up to me when I file at the end of the year....

No, it is not. A few states don't tax their own state lottery but it's always taxable at the Federal level or if you cross state lines.
