Basically yes, it's redistribution of wealth - the claim often made is that it's to reimburse for social security and medicare payments, but in a large number of cases, the EIC payment is higher than the ss/medicare withheld - also, since ss and medicare are to qualify for later benefits, this then turns THOSE programs into welfare programs if people become eligible without paying into them.
That said, I think that EIC for a person or family who is working basically all year is a good program - but there is a huge amount of fraud in the program with people who claim dependents they aren't legally allowed to claim. And why should someone who works only a small portion of the year get anything from it, if its purpose is to encourage low income people to work rather than go on welfare? Under the way it's set up, they can do both - work a little, get EIC, then welfare the rest of the year. |

No, it's more like Corporate Welfare. The EITC was introduced under Reagan as a compromise to stave off an increase in the minimum wage. It effectively transferred the responsibility to pay a living wage from business to the taxpayers.
In 1967 it was possible to support a family of 4 on the $1.40 minimum wage. If the minimum wage had kept pace with inflation, it would be on the order of $13.50 to $14.00 now. Interestingly that's about the poverty level for a family of four -- and even with the EITC, many families get by with a LOT less.
And no, it's not Socialism. Economic Socialism is government ownership of business with a more-or-less free market calling the shots on production and market demand. It IS a form of welfare though, with business the principal beneficiary. |

Unfortunately it is, and it's also the most abused type of welfare that we have.
As a tax preparer, by trade, I see many people who work just enough, so that they can maximize their EITC. |

Absolutely. It gives 'refunds' to people who paid no tax to be refunded.
It makes those who DO pay taxes pay more to support these freeloaders.
It is a reward to those who fail to earn a decent income and a penalty to those who do take the trouble to get a good education, a good job and work hard to achieve.
I could see it if it were limited to someone who is temporarily down on his luck, but some people conceal their true income and get these handouts for years. |
