Absolutely. It is a tax on those wishful thinkers who cannot do basic mathematics.
Governments have only a few basic ways to raise funds in the form of taxes
Income tax
Wealth tax eg inheritance, property tax
Poll tax- everyone pays same
Consumption tax- you buy it you pay. booze, sales tax
Use tax- park fees
Air tax- Deciding that they own something and charging fees
I think lotteries are a form of consumption tax |

Absolutely, and a very successful one. A tax, usually on the poor and totally desperate who least need another bill to pay. big con. clear as day to anybody with half a brain. |

In many cases yes. It was intended to support sport and the arts; as it often does. There do seem to be back door ways of funneling the money elsewhere. A government commitee recently chose the army barracks at Aldershot to host the 2012 GB olympic team, this was despite the army option being a very late bid against three excellent universities. As much of the money for building the facilities and accomodation comes from the lottery this could be seen as cynical ploy to divert lottery money into the military under the guise of sport. |

It looks that way. I don't think it was ever meant to fund hospital and schools equipment but it does. Surely it should be used to help enrichen our lives by improving our envirenment etc |

No - despite what politicians will tell you - a tax is a levy on all people whether you want to pay or not. Tax evasion is penalized by jail time. The lottery is strictly voluntary. If you don't want to play - don't play. No one is forcing you. No one will haul you off to the klink if you don't buy a ticket by Saturday night. What the government does with the money is fund "ongoing operations", which is a whole different matter. These are things like bringing new business into your state and social programs for the needy. "Tax" pays liabilities and bills incurred by the government. Repairs to schools and streets, etc. I hope this helps answer your question. |
