Is there a penalty for not filing for a tax extension? and if so what is it?
I thought that extensions were for only if you owed but I just found out differently. The only question know is how much will I be penalized for not filing an extension

If you have a refund, there is no penalty for filing late. Penalties are calculated on the amount due. Since there is no amount due, there is no penalty.

If you don't owe, technically you are still supposed to file for an extension but there is no penalty if you don't. File your return - if it's late, but you have a refund coming, you'll get your refund without penalty. You are only penalized if you owe.

John Cage
If you don't owe anything there is no penalty I think.

The purpose of filing an extension is to give you more time to figure out taxes. It is important that you pay the tax you think you owe at the TIME you file the extension. So the extension does not extend the time to pay, only the time to file. The Government wants its money, no ifs, ands, or buts, or extensions. So, file extension to delay filing, not to delay paying taxes. Hey, if you are due a refund, then filing an extension only delays your refund.
