That will be per week if it's a full allowance, the only way it would be £51 per fortnight would be if it was income-based JSA with a means tested reduction (based on savings over £6000, other income etc).

However, it is actually paid fortnightly, i.e. if it's £51 per week, you would be paid £102 every fortnight.
