You were cheated unless it was for a delivery fee. A VAT tax is usually associated with a value added tax imposed by a government as in most of Europe but not in the USA. We have sales taxes. |

VAT= Value Added Tax is common throughout the United Kingdom. Some business' list it on the receipt others have absorbed it, as a business cost. |

The menu will quote a VAT-inclusive price (in this case £25) because the customers will mainly be individuals who aren't VAT registered and who won't be able to reclaim it.
However the receipt which accompanies the delivery will have to break the cost down. Hence the net price and VAT are separated. |

It should really be mentioned. It's worth a call to the pizza company to see if you were charged correctly, £25 seems a huge amount for one pizza to me if that's all you ordered. |
