Recently a number of Paypal users have received email from Paypal stating that they have received a summons from the United States Internal Revenue Service requiring them to produce various account records, including data related to our PayPal accounts.
Furthermore, Paypal states in their email that the summons "relates to the IRS' offshore compliance program in which the IRS has sought information about offshore credit card accounts from a number of companies."
Is this something to worry about? None of us have any holdings in off-shore accounts and all of our credit cards are from national U.S. banks. Indeed, some of us have credit cards through Paypal itself and their G.E. credit card service.
Most of us buy items from eBay, eBay owns Paypal, are not sellers. We might each spend on an average of $2,000 a year buying things from eBay and use Paypal largely only when we use eBay.
"Matters of the Tax Liabilities of John Does, Case No. CV-05-04176-JW." Additional Details Just a side note, but there were no links in the email, and the email had my correct Paypal email address along with my full name.
The email states that Paypal cannot assist me and that I should contact the IRS directly.
This is a bit scary to think Paypal is releasing personal data on many users. Again, I only buy things from eBay thus using Paypal, or I buy other things using Paypal.
Unless the email is just from a forged email header sent out to thousands. But then how did they get my full name and my Paypal email address?

Yes, it is real. I even called Paypal to ask. Note that it has your full name and no phony links. If you call the IRS phone # provided, you get a recording regarding the issue. I don't have any offshore cards, accounts either, but I got the same email. Hoping for the best, which would be to never hear from the IRS. If you don't have any offshore activity, I don't know if the IRS can pursue you anyway, that is, I don't know the limits/scope of the investigations. |

PayPal emails always contain 2 things:
1. They state your FULL name. Such as, Dear Janet Jones
2. They NEVER provide you with a link to hyperlink to another page. They ALWAYS tell you to log onto a "secure browser" and access your account.
If the email does not contain these two things then you need to report it to PayPal at the following email address: phishing@paypal.com.

If you are a buyer only on Paypal, non-issue. if this actually came from Paypal, Paypal was stupid to send it to non-sellers as it would alarm them.
If the letter contained *any* links at all, view it as a scam.
There are some truths to the letter--the IRS *is* cracking down on sellers who don't report their income and eBay/Paypal has always said they would turn over records if asked.
If Paypal needs your data, you will be prompted to submit it at some time when you sign on to Paypal. Not through a link in an email. Scammers routinely scan newspaper articles to get meat for their scare-you-into-clicking-emails.

Additional INFO, even if there are no links, there are people who like to mess with your mind. These include scammers who have found weak links in paypal's security system.

The IRS is worried about people using offshore bank and credit card accounts to avoid paying taxes on there goods/services. The "John Doe Summons" is more or less going to get the information on peoples accounts who have a bank account/credit card set up in certain jurisdictions outside of the US.
In other words this is a real letter from Paypal, but unless your doing any tax evasion you have nothing to worry about. Since Paypal more then likely does not know who is going to get flagged to get there information, they send out an e-mail to most if not all users. This way everyone knows whats going on just in case there targeted. |

This is a scam: you should "spam" it.
This is not from the "real PayPal, or eBay. Contact PayPal and e-bay and let them know you have received such e-mail they will investigate. |

If is real and sent by PayPal (not IRS) to notify its customers that it has been served with a "John Doe" summons and is seeking to learn the identity of people who are using their PayPal accounts for nefarious purposes. IRS will be only be interested in accounts with megabucks floating through them. Ordinary folks who buy things on eBay won't be of any interest at all. |

Whatever you do, DO NOT click on any links in an email that claims to be from PayPal. If you have any questions regarding your account, go directly into paypal.com, and log on and check your account there for anything that might be going on. There are tons of fake emails out there that look like they come directly from PayPal and even from eBay that will steal your info , so NEVER EVER EVER click any of the links inside the emails. |
