Whether you NEED to file depends on how much you made. If you fail to file, and your income exceeded the minimum, then the state may enter your tax liability based on just your standard deductions and not consider any other deductions you might have.
But if your total earned income is under the minimum then there is no need to file. You'll have to look up the amount because I don't know what it is.

Whether you are required to file is not dependent on whether you get a refund. The state has rules which determine when a return is required, and I do not believe any state bases those requirements on the outcome.

In order to know what your refund is, you had to do the paperwork and math, so just send the form in. It is required regardless of if you owe them money, they owe you money, or you break even.
