She should explain the situation to them. They will let her pay off a bit at a time. The main thing is to show willing- even if it's only £5 a month. I protested against the poll tax and went to court and got off due to the council's incompetence- but toned down my stance on not intending to pay. If you are prepared to pay- even 1p a year- they can't do anything to you.

if your friend rings up the council and explains her situation they will help she can pay small amounts weekly. if she proves she has lost her job and has no money coming in
omg five years how the hell did this get so bad she must owe a lot. you shouldnt feel sorry for her really everyone has to pay it and she should have got a better job. sorry if its a bit harsh but if i couldnt pay my bills i would get a better job which pays more. she may have to go to court also but that depends on how bad the situation is. hope she finds a solution

If your friend hasn't paid any amount IE, voluntary contribution then by law it cannot be claimed after 5yrs.

she must have earned enough in these years otherwise could have claimed benefit. Their is little she can do but pay as council tax is dealt with through magistrates court NOT civil court. Tell her to contact them quickly and try to come to agreement but after 5 years I would imagine she has had many many reminders and is probably too late for this. Could go to Citizens Advice for debt advice.

If she couldnt pay it why didnt she claim council tax benefit???...may have helped her a little.
Unfortunately when people are working they dont realise they can still claim certain benefits eg housing and council tax benefit
Tell her to get a claim in for council tax benefit straight away that will help with current years bill
All she can do with the rest outstanding amount is appeal to their better nature and offer as much as possible off the arrears on a weekly/mo nthly budget
