she cannot file or claim a tax refund if she is not a resident or citizen of the u.s. as a visitor to the u.s. if she kept all of her receipts she can usually go to an office near all ports of entry (international airports or the u.s.-canada/mexico border) and present the receipts and they will return all of the sales taxes, down to the last penny. i can't recall the name of this office but i'm sure you can research and easily find it. these are usually located near the "duty-free" stores. good luck!

When a temporary visitor to Europe comes back home to the US, he/she can file for a refund of value added taxes (VAT) paid when buying goods at retail stores. Unfortunately, there is no similar program for people visiting the US. Although our sales tax is similar to VAT, it cannot be refunded to temporary foreign visitors when they leave.

No, sales tax is not refundable. The US does not have a VAT like some countries do, that can be refunded to visitors.

Sales taxes are collected on all sales where the goods are delivered in-state. The citizenship or residence of the buyer is irrelevant.

The ONLY way to avoid the sales tax is to have the seller ship the goods directly to a jurisdiction where they have no business nexus. However the cost of shipping would exceed the sales tax on most purchases AND you'd have the issue of import duties and VAT on the receiving end so this isn't usually a viable option in most cases.
