Based on your statement you clearly must have a debt that the IRS is attempting to collect. Not knowing what that debt may be limits the answers we can provide. The worse case is if the debt is directly to the IRS. If that is the case you are also accruing interest on the debt. In some cases the interest is greater than what they take each year. That would mean that they take all of your refund and you still owe more than you started with. You need to call the IRS and find out what the debt is and how best to settle it. |

If you want your refund, pay your bills. If you owe the government money, they're going to get what you owe them one way or another. If you want to receive YOUR refund, then you have to make sure it's YOUR money to be refunded. Right now, it's Uncle Sam's money....and that's your fault. |

The first step you can take to avoid from this happening again is obvious....pay your debts. Find out what debt you owed and if there's any more that you owe on it.

If you owe any government debts or child support, the only way to keep that from happening again is to pay them off.
If you are in default status on student loans, you can become current, and stop having your refund taken, by getting in touch with the holder of the loan and then making regular payments on schedule for 10 months.
If you don't owe any of those items, get in touch with the IRS and ask them what they are taking your refund for. |

The IRS could've taken the money if you had any type of federal debt (owe back taxes or on a federal loan), or if you owe back child support, or if there is another type of monetary judgement against you. Don't you know why they took the refund? Whatever judgement, back child support, or other debt that you owe, pay it off and you'll eventually get your refund. But until that debt is paid in full and a court order is filed showing that it has been paid in full, they'll continue to take your refunds. |
