Many state and city government jobs don't pay into Social Sedurity. They have a private pension plan instead. The IRS and Social Security are totally different programs. |

It sounds like your uncle was covered by the city's own retirement program -- separate and apart from Social Security. If that is the case, he would not be covered by Social Security unless he had worked somewhere else for 40 quarters (10 years total) and had paid into the system at that time. |

Did he pay into social security? Some government at the state or local level are not covered by social security, but by their own pension plans instead. If he's in that situation, then he'd get a pension from Dallas, but not from social security. Only government bodies are allowed to "opt out" that way, not private companies.
He should check his W-2's and see if there are numbers in box 3, social security wages, or in box 4, social security tax withheld - if not, then he was covered by the city's retirement plan, not by social security.
To collect social security at retirement, you have to pay into it for a certain number of quarters. It sounds like he didn't, so would not be eligible. Filing and paying income taxes does not make you eligible for social security. |

Call the city of Dallas and ask human resources. Know that some government jobs are that way. But, hey, the city pays retirement benefits that are unbelievable. |

It sounds like your uncle was covered by a city pension plan that was exempted from Social Security. If this is the case, he is not entitled to receive Social Security benefits and his denial is proper. |

You can look up Social Security information online and see what it says. You might also contact your local Senator or Congressman and have them check on this. Normally, you must pay in to the Social Security system to receive benefits. The normal exception would be SSI benefits. |

He has to be disabled. He probably makes too much in his pension to qualify. Sue the City of Dallas, they employed him and they owe SSA whatever they should have taken out all this time. |

something is amiss, probably its not the whole story. City of Dallas is a governmental entity. Your uncle might have been a subcontractor so that he is responsible for taking out his own SS deductions and taxes. IF he can prove he worked for the City and that he was a paid employee by them, he can go to a SS attorney and probably get it fixed |
