Depending upon where you live, they range from 1% of your assessed value to as high as 3+% in some areas of CA and TX
They are charged every year. Some people pay them in with their mortgage payment some pay them in one or two payments directly to the county tax collector.

I assume you mean owning a home and not home as in local taxes. .. if the home is your primary residence you will want to claim a "homestead exemption" at you tax assessor's office usually at the court house. this will cut your property tax in alot of places by one half.... you came claim property taxes on your returns too.
