Pay IRS before getting refund?

I think you are referring to the tax rebate and not "refund". The refund on your 2007 tax return has got nothing to do with the rebate check. So if you owe taxes on your 2007 return, you should definitely make arrangements to pay it off and not wait for the rebate check.

Since it sounds like you filed your 2007 tax return, you have atleast completed the 1st step in the qualification process for the tax rebate

If you don't pay your taxes in full by April 15, any rebate you receive will be used to pay your taxes, PLUS PENALTIES AND INTEREST.

Here is a Q&A from the IRS:

Q. I owe some money on my 2007 tax return but the amount I owe is less than my expected stimulus payment. Can I wait to pay the balance due and simply let my stimulus payment cover it?

A. You should file your 2007 return and pay the entire balance due by April 15. You should not wait for your economic stimulus payment to offset the balance due. If you wait, penalties and interest will accrue between April 15 and the date the balance is paid, even if it is ultimately covered by the stimulus payment, which will not be available before May.

You need to have file a federal income tax return by April 15th to get the rebate. If at the time that your rebate check is being prepared they will take from it any offset you owe. If the amount you owe has not become an "offset" yet you may just get it all but will still owe.

Yes. Tax returns due by April 15th. . . First rebate checks mailed out first week of May.

File your 2007 federal tax return and full paid the amount.
You shouldn't wait for the rebate to be offset, you will only cheat yourself because IRS will penalize you for not full paying.
Full pay then you will have the full amount of the rebate to play with.

You need to file in order to get the so-called "rebate," (which is actually just a loan against next year's refund).

So yes, file and pay your taxes.
