This is very common to the IRS and the IRS will be very willing to work with your father to set up a payment plan that. The only way they will go after property is if notices keep getting ignored and no one contacts the IRS. You actually do have serveral options that you can do. I will list them below.
1) Setup a pyament plan with the IRS - To set up one of these agreements you can fill out a form which is available online on the IRS website which is called Form 9465, or you can call the number on the tax bill to receive instructions. This is a good option if the bill cannot be paid in full, but be aware that there are some fees associated with setting up.
2) Partial Payment Option - This method is similar to Method 1 by setting up a monthly payment plan for the individual tax payer, but the tax payer does not pay off the entire amount owed in taxes. Under this method the tax payer goes under financial review every two years and this could increase the payment owed by the tax payer or the agreement could be terminated if the tax payers condition improves.
3) Offer in Compromise - Under this method you can settle tax debt for a fraction of what is owed, however it is hard to qualify for and you need to meet strict requirements. This method can be available if you exhausted the first two options and you meet these requirements:
-Doubt exists that the tax is correct .
-Doubt as to collectibility .
-Collection of the tax would create a financial hardship or would be unfair and inequitable.
4) You can get professional tax help. There are many companies out there than can help your father accomplish any of the options I've mentioned above, of course they come with a fee. Most companies will give a free consultation and let you know the likely outcomes and how they can help you, below are two companies that you can try if you want to go this route.

If he can't afford the taxes and he doesn't look like he would be able to in the future he could make an offer in comprimise to the IRS to settle the debt. They will work with him to see what he may be able to afford. |

Your father should contact IRS at 1-800-829-0922 to request an installment agreement. IRS will take $200 or more per month for the total amount he owes. IRS grants 60 month installment agreements an there is a USER FEE charge of $105.00 for payment he mails in to IRS or if he chooses Direct Debit Installment Agreement the USER FEE is $52.00.
Make sure to tell your Dad not to Ignore IRS make the call and make a payment proposal and pay monthly if for some reason he must miss a payment he must call IRS and let them know if he doesn't he could defaut the installment agreement and then full payment would be requested.
The only time IRS places lien on property is when no payment proposal or no effort to pay.
Visit IRS website for the Form 9465 Installment Agreement Request if he prefer to not call. |

If he can pay the liability in full over five years (at about $250 per month) IRS will give him an installment agreement with no fuss. If he can show that he can't pay anything without it causing a hardship, the account can be temporarily put on hold. I handle this kind of problem for clients routinely so I know what information IRS wants. You can contact me through my profile if you need more details. |

This may sound corny, but have you tried Clark Howard's website? He has a ton of info about stuff like that. But I think if you contact your debtors they will usually work out some type of payment structure, so that you can pay the money back, without ruining your credit. Good luck. |
