No. According to the IRS:
Q. I'm eligible for a payment but I still owe federal income tax from a prior year. Will my payment be reduced?
A. Yes. For this purpose, the stimulus payment is treated like any other tax refund. This means that part or all of your payment can be used to pay past-due federal or state income taxes or non-tax federal debt such as student loans and child support. If this occurs, you will receive a letter explaining how the stimulus payment was applied. |

Yes, but it will just cancel out the amount you owe, if that makes sense! |

I would say no, they may apply the rebate to the amount that you owe, though. |

yes if you paid it. It goes to all taxpayers. Keep in mind, this is a one time deal. You must also report it next year on your 2008 returns as it is taxable and will get a penalty if not reported. If you have not paid the irs money owe them, they may deduct it plus penalty as it should be in any money owed by april 15 |

No, rebates are treated the same as any tax refund and will be captured for tax or certain non-tax debts in the same manner that your refund is captured.
If your rebate is more than the debt, you'll get the difference. |

From what I received in the mail from the IRS, I think so. Simply submit your taxes & pay what you owe. The checks will be sent out separately. (The $$ amount will not be a part of your tax refund.) |

I would think so, because they will have to give you a chance to pay your taxes that you owe. |

Yes. It has nothing to do with that. I mean, you'll get the check. But you'll probably want to use it to pay what you owe. So in a sense, you don't get it since you give it back. |

no, its only for people getting a refund. low and middle income people. |
