Dear all,
I' m on sabbatical (doing research at university in UK).
Have no income, (my university in India is paying me)

Shall I pay council tax here in UK?

Actually, I am a professor/teacher from India and now living in UK w. my wife and two kids.
We came to UK last month and I miss my country already but I have to do the job done in here.
We did rent a small flat and have been told that we should pay council tax, but the money, we get from India is “short”. But as you know, money comes and goes but wisdom stays for ever.
I know, why you nice people pay taxes, and I would like to pay more if I just could.

We are going to stay in here 298 days more. Not a single day longer.

For those, who are curious:

UK has invited me to be in here because of revolutionary science, which may change your life.

Irrespective of other answers given you are liable to council tax.

I am a landlord of several properties some of which are let to students from China currently at Manchester University and can speak from experiance.

under English law no above 18 is exept from Council Tax. There are certain people whom recieve council tax benefit but as a forigne student this does not include you.

persons in recipt of certain benefits, persons in recipt of state benefit and UK nationals in FULL TIME eduction will recieve benefit to pay council tax.

persons in eductation under 16 hours or persons recieving less than ÂŁ210 per week in wages are eligable to council tax benefit but this will not cover the entier council tax bill.

In the 80 and early 90 Poll tax was replace with Council tax pre council tax you would not be liable as Poll Tax as a Tax on being British (hence the poll tax riots)

Yes you are liable to poll tax but by the time it takes for the courts to be involved you would of finished your studies and returned home so in theory you would not be punished for not payings.

That is something you would have to ask the council tax department, just to make sure.

If you have an income you should be paying for the services you recieve. You should see the council, you may get a discount, because you're a student. Just because you come from another country doesn't mean you can live here for free. Who collects you bins, who provides the library you use, lights your street, paves your road, and thats just the start.

If you are using the services, then you should be paying like the rest of us.

The fact the university in India is paying your way, means you are receiving income indirectly and therefore you should pay your council tax.

Well, if you're for real and not a BNP antagonist why don't you check with your local council? I wouldn't have thought you had to, but don't know.
I wouldn't expect to pay local tax if I was studying in France say for a year - just my rent and college fees. Best off checking though.

If you are here doing research then you do not qualify as a student and will need to pay full Council Tax.

In response to the answer above - we can and do get people to summons and court and even bailiff action within 3-4 months - do think that the council wont have time to do it in the time you are here.

Everyone is eligible for Council Tax. You will qualify for rebate
related to small income which you can obtain a form from your local council office. Perhaps qualify for help with your rent too.

If you have no income, you will get your rent, council tax & other expenses paid for you by the DSS. Having said that, they will take your payments from India into account when assesssing your claim. You will have to claim for these benefits, they won't automatically be handed out to you.
