not unless you're receiving housing benefit but best check your tenancy agreement. normally for council and for tax purposes you are allowed to have someone staying with you as part of your family eg have a bedroom and use your kitchen and bathroom, but not to sublet/ |

If you are not already paying the full amount, or if you are on Housing benefits then it's better to be honest and inform the Council Tax people. If not you risk being 'reported' or caught in a random check and you'll be seen to be co-habiting even if you're not, if you live in Council Property! you can't claim he's a tenant as sub letting isn't allowed. If you are in other accomodation it will depend on your lease!
When benefits are worked out, if anyone of adult age is living in the house and not related to you, they are seen as a partner and their full income is taken into account. If he's on a high income that could wipe out your entitlement to any benefits! Therefore you could be charged with fraud. If they can prove how long he's lived there, they'll expect you to re-pay any you have received and You could also face going to court and having a fine and costs to pay too.
Some may say keep quiet, but Sorry I'm not one of them. Benefit fraud is wrong. If you are entitled to it fair enough but if you're not it's stealing!
It's taxes that pay those benefits and as Tax payers it's OUR money being 'stolen'! |

Dont listen to Manu, Not declaring that you have another occupant on your premisies is an offence the council takes seriously. Speaking from experience, you can still claim single persons discount but if you wanna end up in court with a fine with court charges go ahead. but a word of warning, neighbours stick their noses in where they dont belong so be aware who you tell |

If you're getting any housing or council tax benefit it all comes down to a distinction between whether the person 'normally lives elsewhere', or is 'normally part of your household'.
If a person stays long enough to be seen by the council as the latter, the amount of money they pay you is irrelevant as there are fixed rates of 'non-dependent deductions' according to their income that they have to give proof of.
I don't know a lot more about it, it could be that your council has rules about the length of time a person can stay, e.g. 3, 6, months, a year etc. before being assessed as normally part of your household, otherwise it may be discretionary.
So if you do decide to tell the council, emphasise that the stay is temporary and the person normally lives elsewhere.
If you don't claim any council tax benefit it is just about how your friend staying would affect you entitlement to the single person discount, again I think the distinction would be similar, you should not be affected if your friend has a 'main home' elsewhere.
By the way the above answer isn't quite right, so don't get worried. There is a very strict defintion of 'partner' from the benefits angle, it has to be someone you're married to, in a civil partnership with or living with in a similar long-term way. Occasionally, if you're on a benefit like income support you can be suspected of co-habiting, but if you can prove that you're not a couple, your incomes have to be assessed separately. The other person counts as a non-dependent for housing and council tax benefit assessments, and however much they earn there's a maximum non-dependent deduction, it's about £47 for housing benefit, not sure about council tax.

Technically a person resident for even one day should be declared however councils will give discretion of a few weeks. 6 months is beyond that point and should be declared.
You will remain liable for all council tax as the resident owner/lease holder/tenant and therefore will be responsible for the extra 25% once your single person discount has been removed. |

Na, you might get single persons allowance but don`t tell em, they will be none the wiser.
Don`t listen to Ashley, your neighbours don`t know what you are getting do they? The council only ask you once a year if you still want to claim the 25%.
It`s up to you anyway, it`s no big deal really, only a friend staying with you. |
