I would be especially interested in hearing from economists if this is even feasible. Additional Details Probably it's not honest to say that it's OK to let the market determine who gets the low end jobs completely, and people who are literally slaves in another country should be given the work. People here need all kinds of jobs. Not everyone is management material. Our manufacturing sector is disintegrating - for what - "for the good of the stockholders".

While there is no penalty for outsourcing there is incentive for keeping jobs within the US. The "Manufacturing Deduction" is now available to businesses within certain industries to encourage those businesses to keep there jobs in the US. |

Of course not. A capitalist market requires the free flow of labor as well as capital to its most productive uses. This creates the most opportunities & maximizes the size of the pie as a whole. Does everyone benefit? of course not, but the average person is better off & society as a whole is better off.
THe people who are against offshoring rely on the stupidly absurd assumption that one job going overseas means one less job here. THe reality of business decisions is that when a project is not profitible, the company doesn't initiate the new project. Thus the choice for marginal projects is employ someone overseas or no one at all. in addition, even if a project does employ overseas workers, the project may still require domestic workers. Consequently, offshoring may (& probably does) lead to increased domestic labor demand.
American workers need to stop whining for government protections & move up the value chain! It is called capitalism. Its cruel, but it works.
A couple of years ago in the wsj, there was an article about Dell outsourcing helpdesk (i think) functions. It allowed Dell to continue with its non stop price cutting, which obviously benefits consumers (& society). Right under it was an article about IBM scoring a multi-billion dollar contract from the Indian government.
The moral of this anecdote is that we should let the low end crap jobs go to where they can be done most efficiently. Meanwhile, we will do all of the super high end (& profitable) work here! If you can move up the value chain, then you are fine, if not, then ............ |

Absolutely not. Tax policy is difficult enough without trying to enforce other economic policies through the tax system. The system is already riddled with special interest legislation and incentives/disincentives. We should be working to clean those up rather than adding new ones.
The main reason Congress uses tax provisions to achieve regulatory goals is that they don't have the guts to go after the problem directly. In addition, tax-based measures are generally ineffective, so businesses don't lobby against them as hard as they would against real regulation. |

There should not be penalty but one can give incentive for keeping job here.
Globalisation is inevitable & good for consumers. Outsourcing does not necessarily mean reduction in overall jobs, this has helped tap huge overseas market for lots of other products & industries. How many people in china are crazy abt starbucks etc.... |
