How to Set Up an Installment Agreement
Taxpayers wishing to pay off a tax debt through an installment agreement, and owe:
$25,000 or less in combined tax, penalties, and interest can use the Online Payment Agreement (OPA) or call the number on the bill or notice (have the bill or notice available, along with the social security number). A fill-in Request for Installment Agreement, Form 9465, is available online that can be mailed to the address on the bill.
More than $25,000 in combined tax, penalties, and interest may still qualify for an installment agreement, but a Collection Information Statement, Form 433F may need to be completed. Call the number on the bill or mail the Request for Installment Agreement, Form 9465 and Form 433F to the address on the bill.
You will receive a written notification telling you whether your terms for an installment agreement have been accepted or if they need to be modified. |

Oteb is giving good advice. You're going to incur penalties and interest, but if you file timely you'll reduce the penalties. The "failure to file" penalty is substantial and can cause further headaches. If they file "for you", you lose a lot of rigths regarding statute of limitations, etc. You also risk criminal penalties for tax evasion if they decide to get nasty (though for 3K, that's doubtful).
As with any dealings with government agencies, communication is important; along with politeness. Being put in the class of "cooperative" does wonders, especially with the IRS. They understand inability to pay. They hate refusal to do so.
I was in the same situation about a decade ago ($4K owed). They took about a hundred dollars every two weeks till it was paid off.

Yes you can file your taxes and pay this over time and when you file send in some money and by the time they get back with you, you may have enough money to pay them off and they don't charge must interest at all. You will have until Jan 2008 to pay the IRS off. |
