You can currently earn £6035 in a tax year (period 6th April - 5th April) before you have to pay tax. Tax is not based on hours worked, but on how much you earn.
If you start a new job, that employer will ask you to sign a form P46 to say that is your only or main job. This you can't do. For a short time, until it is sorted, you may suffer a 20% deduction at second job, but this will be refundable.
Contact tax office (employer will give you tax office details) and ask for allowance to be split between your jobs. When this is done, you will get any refund due.

No, just be careful how you declare the cash you earn from waitressing. Now what I mean?

You can earn £6030 before you pay tax. I started work this year and hadn't had a job this tax year so didn't have a new tax code and they taxed me for the first 10 weeks until the tax office issued me with my correct tax code. But because you've already got a job then you'll be fine. Once you've reached your tax free amount they will tax you at 20%.

do you pay tax on your 4 hours a week? what tax code are you on?

Lucky
Contracted hours and age and number of jobs are irrelevant for income tax and national insurance. It is only relevant what you earn from April to March each year. If this is less than £6,035 you won't have to pay tax. However with your work patterns you may end up paying some initially and having to claim it back.

You are liable to tax on any icome that goes above the tax free allowance. Full stop.

No - you can earn up to £6030.00 per year before tax.

Yes you will get taxed at around 25% because this is classed as a second income. for every 100.00 pounds you will be taxed 20.00, however you can switch your tax codes so that the job you earn more on will be taxed at the normal rate and the job you earn least on will be taxed at basic rate. Also the personal allowance is £6035 not £6030.
