If you didn't let them know you were leaving the country, and they didn't get tax returns from you, they would have estimated your income for that period and will charge you tax on it.
Ask for a break down of what you owe and why. Show documents to show you out of the country and ask if that will cancel it, or if you need to complete tax returns for the period you were not in the UK, on them put 'No income, out of the UK'. You could ask for an appointment to go in and speak to someone about it.
Some of the money might be for 2004, plus interest.
For future reference, it is important that when you leave the UK or come here to work, you complete the right forms:
P85 'Leaving the UK' or,
P86 'Arrival in the UK'

Get on the phone and ask them why you owe the money!
Make sure that you have proof that you were not in the country or earning money from anything happening in the uk while you were away. You might have to go to court to prove it.
Go to the Citizens Advice Bureau or hire a Solicitor to give you better advice than you'll get over the internet from a bunch of strangers with unverifiable qualifications and experience. |

You cannot pay tax if you didn't work. This sounds like you didn't pay tax during the period you DID work. In that case...you have to pay. |

you would have been liable for tax during your stay in the UK (2002 to 2004) if you have paid this simply show HMRC the tax receipts and accounts for your previous business showing that all tax was paid
If the Tax claim is for 2004 - 2008 then you have to show that you had left the UK. You should have informed HMRC you had left the UK, if you dod not produce Tax returns and evidence that you were in Bulgaria during this period |

Presumably the tax is due for the period 2002-2004. If you paid tax in your own country on this period then you can claim double tax relief up to the amount paid.
If not first establish on what amount of earnings the tax has been calculated, it is possible the total has been estimated or is a gross amount based on contractors returns, in either case you should submit a self assessment return showing the actual earnings and claiming any deductions to which you may be entitled.

I'm not 100% sure, but I think you are allowed to have five years in total of not paying tax or national insurance contributions...due to something like UNI or working abroad....check it out at the Inland Revenue web sight. Good Luck! |

It depends how long yo was outside the uk (whilst working) just like it depends how long you was in the uk (paying tax) To be honest we aint a soft toutch anymore, so tough luck. We welcome free trade, cheap euro labour, idiot polish, stupid eastern euros.
