UK should takeaways PAY to clean the street at weekends?
Visit any town centre on a Saturday or Sunday morning. Pizza boxes and burger cartons are strewn everywhere and attract rats and other vermin, potentially spreading disease, and it costs a fortune to clean up. Should shops who sell the food and packaging which ends up on the floor PAY to clean it up? They know full well what came from their shop. They also know that the drunk at the counter is not going to take the food home and use the bin. Maybe a premium on their business rates would do the trick?
Additional Details
We should know by now, when you serve kebabs to 5,000 drunks at 2am, they are not going to use the bins provided, and the capacity of the bins probably isn't enough anyway.

Absolutely not - they should pay to clean the streets everyday!
The mess from fast food outlets is awful. If they had to pay extra, they would pass the cost on to the customers, who cause the problem in the first place.
I can not understand why people throw rubbish onto the floor, when there is a bin a few yards away.

section 93 of the Environmental Protection Act says that they should do.

I think they should have a policy like McDonalds where they employ staff to pick up rubbish which has been dropped by customers who purchased food from their restaurant, like you say, it's not difficult to identify which discarded food cartons/pizza boxes are from which takeaway

Interesting approach. My old economics teacher told me that chewing gum companies pay extra tax that goes specifically to cleaning up chewing gum stuck to the pavement, so it wouldn't be the first policy of its kind.

Charge takeaways for cleaning up litter and a few things may happen.

1.) The takeaway raises its prices to account for the tax burden, and fewer people buy from them, thus creating less litter.
2.) The takeaway starts to encourage customers to dispose of wrapping more responsibly to try to reduce the amount it has to pay for clean up.

However, it's tricky territory, because the main culprit, ie, the guy dropping litter, is not being targetted directly. It'd be difficult to work out how much each takeaway is to pay I guess. The owners will fight the policy like hell, and even when its implemented, they'll say that they only want to pay for litter that can be directly traced back to them. Then big name stores eg Pizza hut, who mark their packages, will claim its unfair because smaller shops are generating waste that can't be traced back to them anyway, and therefore not paying their share.

Nice idea though, maybe it can be effective with a few tweaks... but the real victory against litter is when people don't drop it automatically, because they've learned it's wrong. What would you do for that? Drill it into them at the school level? or start martialing them, a street at a time, on Sunday morning. Only when the culprit himself hurts will the malefaction cease, methinks... and even then, but slowly.

well no i dont think thats the solution
at my local playground its an every day issue, i take my 2 year old there and i see children from the age of 8-9 to young adults having a free lesson at school 15-16 year olds sitting aroung having take away and mess up the playground with rubbish

its all about educating young ones

Yes Id like to see Macdonald pick up his own crap.KFC would have a whole new meaning.Known For Cannibalism.People should accept their meals in their hands so as they do not become litter louts.I once tried it ,there was only one problem,I ordered soup.It ran out between my fingers before I could get it in my mouth.If this circumstance arises , The only people who would pay would be me and you.I do agree that the wrappers did originate from these outlets but the responsibility lies with the purchaser of the food.If they could only dispose of any wrapping responsibly we would not have this problem.

Why should they? They pay their taxes and if people will litter the streets...That's why we all pay our taxes for the councils to employ someone to clean it up.
