Goods and services.

You find VAT on solicitors, accountants bills too.

EDIT:Well, accoring to link below, it is applicable unless it is a new build

Vat applies to the supply of goods and services so there should be VAT on the labour element also.

Before a trader is allowed to charge VAT on goods and/or services, s/he must be registered for VAT with HMRC and will be allocated a VAT Registration Number.

If your plumber is so registered, then VAT is chargeable at 17.50% on all labour AND materials.

I am assuming that you called a plumber to your home. If not, and there are always exceptions to the rule, for further guidance have a look at the HMRC website: http://customs.hmrc.gov.uk/channelsPortalWebApp/channelsPortalWebApp.portal?_nfpb=true&_pageLabel=pageVAT_InfoGuides&propertyType=document&id=HMCE_CL_001225#main

well if he is an indivisual i mean self employed then there is should be no VAT on your bill for Labour because they charge both the things seprately :
Goods seprate +VAT
Labour(without VAT) Because does not applied to an self employed.

But if he is workingfor some company which provide professional services then yes they must charge you 17.5% VAT on all the professional services and goods they have provided to you because services are not free of VAT.

They usually charge VAT on everything, but ask if they will give a discount if you pay in cash, I had a part replaced in my boiler and it came to a total of £220 but he accepted £200 for cash

If the plumber is registered for VAT, he charges you VAT on goods and labour. His bill should quote his VAT number. He pays VAT on what he buys, but deducts that from what he collects and pays the balance to HMRC.

If the plumber is not registered for VAT, the goods he supplies will have had VAT paid on them, and he will take that into account in what he charges you. You don't pay VAT on his labour. His bill should not mention VAT.
