Social Security Benefits only become taxable if your income is over certain thresholds. According to the IRS:

To determine whether some of your social security benefits may be taxable:

First, add one–half of the total social security you received to all your other income, including any tax exempt interest and other exclusions from income.
Then, compare this total to the base amount for your filing status. If the total is more than your base amount, some of your benefits may be taxable.

The 2007 base amounts are:

$32,000 for married couples filing jointly
$25,000 for single, head of household, qualifying widow/widower with a dependent child, or married individuals filing separately who did not live with their spouses at any time during the year
$0 for married persons filing separately who lived together during the year.

I've been on social security income for ten years and I've never been taxed by the federal gov.

Social security is a safety net, not a retirement plan.

Rather than do a true means test and tell seniors with other income that they don't get it (which would be difficult to do each year), the goverment has a formula and taxes up to 85% of the benefits instead. The latter is a bit more dignified.

If you are single, the formula doesn't kick in until half of the benefits + other income is more than $34,000. If you are married, the formula kicks in at $44,000. A lot of people live quite comfortably as those amounts.

Yes but what about all those senior millionaires? They should pay tax on social security more than those who have no other money.

Yep. And that's exactly what happens, unless the seniors also have other sources of income that are relatively high.

I don't think social security should be taxable at all no matter what amount it is or who gets what.. we paid social security out of OUR own paychecks, then when we are elderly and begin drawing, we then have to pay tax on top of what we already paid? It's ridiculous if you ask me.. but I doubt the government is ever going to do anything about social security.. we'll be lucky if, by the time a 30 year old turns 65, we see any social security at all. Social security in general is not taxed. If you have a job and get social security then part of it is taxed.
