Here are my yearly hosehold bills

Electricity £366
Gas £125
Water £70
My income is about £600 per year so I pay no income tax or NI
With poll tax I paid about £250 per year, even with inflation this would only now be about £500.
The problem is if you have £16000 in savings you can not get council tax benifit. The savings for old age will be taken by the government. When I die they also will take 40% of my estate in death duty.

Right, from the information you have provided, my main suggestion is to sell your house. The value of your house MUST be in the region of a quarter of a million pounds plus if you are facing a council tax bill of that size (for example, in manchester, that would put your property in Band E). Also if you are concerned about death duty at 40% then a) your estate will not be hit by inheritance tax unless it exceeds approx £300k - so I suspect again, the massive bulk of your assets are locked into your house and b), the 40% applies only to the value of your estate ABOVE that amount - you do not pay on the amount up to the charging threshold. So that part of your question is inaccurate.
Your income MUST be more than £600 a year, a basic state pension provides a minimum of £21 per week - so that's over £1000, and the general rate is more like £85 a week... if you do not qualify for a pension, and cannot work then you should be entitled to other benefits.
If you are living alone, you should qualify for a reduction to your council tax, if not, then why is there no income in re the other occupant of the house.

Do you live o your own? , you will get a rebate on your council tax.Spend some of your money, or let a family member look after it for you, say your son or daughter that way you will be under the 16,000 threshold. As regards to death duty see a solicitor who will give you advise |

I'm sorry, but why are you complaining? Those are your YEARLY bills? You've managed to save £16k while only earning £600 per year - you're obviously fairly savvy when it comes to money.
If you still think you deserve a better deal, go talk to your local Citizens Advice Bureau. |

When you mention 40% of your estate will be subject to inheritance tax (death duties), that will only be applicable to the value of your assets in excess of the nil rate band, which is currently £300,000. Tax planning is available and is something I deal with. Monies left to charities for example are not subject to inheritance tax. One other method would be to make annual gifts. You really need to incoporate something into a Will in consideration of tax planning.
With regard to Council Tax, you will end up eating into savings to top up the shortfall between your income and outgoings. Until such time as your savings reduce to below £16,000 you will not receive Council Tax Benefits.
Looking at the Council Tax you pay I would assume your property is of a high value. You could always consider releasing some money by way of an equity release. This would also have inheritance tax benefits.

With that level of council tax, it looks as if you have a very large house! I think you would have to make the choice between down sizing or spending your capital until you qualify for benefits, or earning more money. |
