no, this mean that they will earn £30,000 gross (before tax and national insurance) per year which is usually paid at the end of each month over a 12 month period ( annual = a year)

In the vast majority of cases it is paid monthly in arrears, net, after tax , NH insurance and other deductions have been paid. The gross amount would be one twelfth of the annual amount. Possibly some senior managers or directors might have different arrangements.

The difference to unsalaried eg a wage is that the wage is paid per hour. So wage income can go up and down when paid.
