For instance I gave my tax records to a guy I new in the Navy. He got me to sign a Reinlistment loan for a bank but be added his million dollars to the loan, on my tax records. The whole thing is in credits. But on top of that the Navy added a Billion dollars of their own money on my tax records and it's in credits too. The thng is I'm getting paid to have a marriage scam.

It is difficult to say for sure based only on what you have said, but I believe you have exposed your self to potential problems from several directions.
No disrespect to your Navy friend, but I would suggest you pull a credit report on yourself to make sure that your identity has not been sold.
I do not understand the terminology you are using when you refer to "credits". However, it sounds to be that you have signed as party to a loan agreement. Normally, a loan agreement will not impact the taxability of income you receive from other sources, and is not itself taxable income.
The Navy adding a billion dollars of their money to your tax records indicates to me that someone is lying to you. The phrase itself is suspicious becuase I do not believe you have a full understanding of the transactions.
Be aware that getting paid to have a marriage scam is taxable income. Also be aware that being involved in a marriage scam could subject you to criminal prosecution.
I feel the best route for you is to contact a CPA or an attorney. If you are still in the service of the Navy, you should have the opportunity to locate a Navy attorney to discuss the matter with, for little or no cost.
