Yes you will still get a check as long as the back taxes are less then the rebate check. Just make sure you still file your taxes for 2007. That happened to me. If you owe back taxes the IRS will take the back taxes out of your rebate check. Expect a delay in getting the check though.

If you owe them money, you won't get a refund check. Basically, if you submit for it and you qualified to get one; they keep it. Sorry. At least it will help pay off what you owe them.

Yes, if you filed a tax return and earned at least $3,000 in 2007 you qualify, and the IRS will keep it to pay off part of what you owe them. So you will owe them less after they apply your rebate to the debt. Lucky you.
