It essentially means that people are being taxed without a government representative, or any representative for that matter, giving them a say in front of the ruling party or leaders.

If you're American, it would be like having no senators or sitting members of the house from your state/county/town to state your case in front of the federal government (not that they really do) and meanwhile the government taxes you however they see fit, simply because they can, with your people having no recourse as you lack representation in government.

Imagine a tax collector walking to each house, saying "Hi, we're collecting $XXX in taxes today. You don't have a say in how much, or what we do with it, you just have to give it to us".

In a representative government, a Republic, the government has a small number of people "representing" a larger group of people, usually defined by region.

For instance, the State of New Hampshire has two people representing it in the Senate (aka Senators).

Of course, citizens in the State of New Hampshire pay federal taxes. They get representation in the Senate - but they have to pay taxes.

In the past (and arguably now), there have been regions in the world that have to pay taxes to some government, but have nobody there with any voting power representing their needs. The "no taxation without representation" saying is most famous as the complaint from the British Colonies, prior to the American Revolutionary war that created the US. That is, British Subjects living in the American Colonies had no representatives in the houses of Parliament - yet the had to pay taxes to the Crown (government).

NOTE: Those who are taxed are arguably owed two things: Representation and "fair" services from the government. One of the services most governments provide is defence - so if you pay taxes, it is reasonable to expect that your government will protect you.

"No taxation without representation" began as a slogan in the period 1763–1776 that summarized a primary grievance of the British colonists in the Thirteen Colonies. In short, many in those colonies believed the lack of direct representation in the distant British Parliament was an illegal denial of their rights as Englishmen, and therefore laws taxing the colonists (the kind of law that affects the most individuals directly), and other laws applying only to the colonies, were unconstitutional. In recent times, it has been used by several other groups and in relation to other issues.

I assume you're likely talking about the American Revolutionary period here.

Taxation without representation is exactly that. To collect taxes without an individual (Think someone in the House of Representatives, or Senate) to discern a fair or economically sound tax. If I'm wrong, someone correct me, but that seems right.
