The form is used to declare government related payments.

You need to file a Form 1099-G if you receive income tax refunds, credits or offsets or unemployment payments or some other things.
"payments of unemployment compensation; state or local income tax refunds, credits, or offsets; alternative trade adjustment assistance (ATAA) payments; taxable grants; or agricultural payments. The officer or employee of the government unit having control of the payments (or the designated officer or employee) must file Form 1099-G." |

Its money you received from the Government, i.e. State Refund Check, Unemployment Benefits....
Gambling winnings would be reported on a W2-G NOT a 1099-G....

1099-G is a form you would get if you had certain government payments that count toward your income for your income tax, such as unemployment. The online form should allow you to mark "none" or "not applicable" if you don't have one. You would only get one if you did receive Unemployment or other similar payments from the government. |

the 1099-G is for state tax refunds, and other government paymets that may be taxable received during the year. Unless you received one in the mail you can ignore that question. You can ignore them in the future for tax refunds from the state unless you itemized the previous year. In that case the refund is taxable this year. |
