this was only for the 2009 tax year in part due to the CHANGE made to the withholding tables in March of 2009 which was designed to have more disposable money in pay checks to stimulate the economy
it is not likely to be repeated for 2010
and it was $400 for a single person, $800 for married filing jointly, was not based on income

Tro is wrong as usual. The credit is for 2009 AND 2010. It's 6.2% of earned income with a maximum of $400 per person, $800 for a married couple filing a joint return.

It starts to phase out at income of $75K for an individual, or $150K on a joint return.
