It depends on what the back log is at your tax office. Anything from 4-10 weeks. No way to rush it , your in a queue

It depends on which year the refund is for and what the reason is for the overpayment.
You do not have to complete a self assessment if you dont come under the self assessment regime.
Normally, a simple phone call to the tax enquiry line will enable HMRC to tell you what info they need to process your claim. But as HMRC are in charge of UK Income Tax, you are not going to get very far by going anywhere else but them!

If you are sure you are due one , and don't yet have a tax return form then phone your tax office and ask for one .
Complete it as soon as you get it and send it off . In the past I found the tax people pretty quick in dealing with my claims and usually had my cheque back in about 2 weeks .
If you are not sure of the correct phone number for your tax office , ask your employer HR department , or it will also be on your last P60 issued in April/May

There is no quick way, you will have to wait like everybody else for the end of the financial year in April 2008

If you fill in your tax return and send it back to the tax man as soon as possible then you may get a rebate back quicker..but its just the luck of he draw really..no matter what you do, its the bureaucracy at the other end you have to contend with. You can only do your best.
