Your car must be a pre 1974 registration to be exempt of Road Tax.
Originally the idea was to make any vehicle over 25 years of age exempt, but as vehicles last longer nowadays the Government did a bit of back-tracking and put a cut off date of 1974.
Plus of course disabled drivers , agricultural & showmans vehicles, Electricaly powered vehicles etc.

up untill a year ago if the car was over 25 years old but its changed now i think theres a classic car tax but very cheap!

the car had to be over a certain age, 25yrs and over (classic cars don't pay car tax)

cars registered before 1973. it used to be 25 years but it was changed because cars were lasting longer due to improved manufacturing techniques.
electric cars i also think some of the new hybrid cars are also exempt from paying road tax

What sort of 'exempt' are you talking about? Do you mean that no VAT is charged? Please add more details.
