It is when a contractor has another contractor do part of the job for them.

For example:
Jones Contractors are building a house so they are the general/main contractor. But the people want a special bathroom done and Jones doesn't do that. So they get Smith Bathrooms to come in and do the bathrooms. Smith Bathroom would be subcontractors for the job then.

A subcontractor is someone who is contracted by the general contractor. Usually when there are big jobs they request bids and then they award them to general contractors. The general contractor many time contract another company called a subcontractor to do part of their contract with the owner of the project, thus making money off the subcontractor. The field varies, subcontractors area of expertise depends on the license they have.

A subcontractor is usually a firm which specialises in a particular field normally associated within the construction industry. They are appointed by the main contractor and are employed and paid by them but must complete all work in accordance with the client's specification. A typical example would be , a building contractor(the main contractor) is awarded a contract to build 50 council dwelling houses. He then appoints various sub-contractors to complete most, if not all of the work,i.e., bricklayers , roofing tilers, insulation contractors, electrical contractors , joiners , etc. All these sub- contractors are self employed and are responsible for the payment of their own taxes and that of their employees.

If you are asking the difference between a subcontractor and an employee then it is a matter of how they work and how they are paid.
A subcontractor will work for a sum of money with no tax deducted by the people contracting them but an employee will have PAYG withholding deducted by an employer. A subcontractor will do the job the way they have been taught without instruction by the party paying them wheras an employee will be told how to do the job by the employer. A subcontractor is responsible for their own super and workers compensation but the employee's is paid for by the employer.
These are a few descriptions of what defines an employee from a subcontractor but there are several more - these are the basics.
