The 'Council Tax' was introduced in 1993, replacing the Community Charge (Poll Tax). This in turn replaced the old system known as 'The Rates'. The revenue collected from this, together with Business rates, funds local authority expenditure. Many countries will have to raise money for local services, but may employ a different system to do so.
The old 'rates' system was unfair in that it levied the charge on the value of the house, even if only one person occupied it. Some properties of lesser value may contain two or more working adults, but they would both pay the same. Bearing in mind that it is people who consume local authority services and not property. The 'Community Charge' was an attempt to remedy this particular unfairness, but was shouted down by the 'lefties'. The 'Council Tax' simply places property into bands for valuation purposes. IE they don't attempt to value each property on an individual basis. This system still doesn't recognise that it is people that consume local authority services and not property. Some people favour a local income tax.
The 'Community Charge' stood the best chance of controlling Local Authority expenditure, ('the saint' understands this) but generally, there is little control over wasteful Local Councils whichever collection system is used. It is not generally understood that, on average, 75% of L/A expenditure is funded by Central Government in the form of a Grant. |

Cant tell you exactly how many countries have a hybrid property/Poll Tax, which is what Council Tax is but certainly property taxes are widepsread throughout the world |

During early '80's when so much ( leftwing) protest against polltax, the fair system off everyone paying the same for same services. Little did the protesters know how much it would backfire, especially when a left wing government got hold of its control. |
