any bank you have an account at, check cashing place(for a fee) even walmart will cash it and put it on a pre-paid debit mastercard for you. heb, kroger(for a fee) any large grocery chain.

Most any bank will cash a government check if you have 1 form of picture ID but many charge up to $5 for this service if you do not have an account with them.

You will need to go to your primary bank or credit union. If it is a Rapid Refund Anticipation Loan (RAL), nobody will cash it most likely. You'll have to deposit it and wait about five business days for it to clear. Very few banks or credit unions will cash checks for people without an account there.
