Those funds are paid by your employer into the State Finance
Dept of the State you work in. They are held in trust and set aside for distributation to those unemployed.

The employer pays into an account administered by the state and when you are layed off the state pays you.

Employer paid taxes fund the unemployment system. In the vast majority of states employees do not pay unemployment taxes directly.

In all states, the employer's tax rate is based upon the number of former employees who file claims and how recently the claims were filed. This is why employers sometimes fight unemployment claims as their tax rate will increase if the claim is approved.

Unemployment is funded by Federal and state Unemployment taxes assesed to the employer. In Massachusetts, at least, employees do not pay unemployment taxes.
