Tax Avoidance is legal, Tax Evasion is not. If you have evidence of someone evading taxes, contact the IRS or the appropriate tax authority if it's a state or local tax. You haven't explained what the issue is or how you have come to this knowledge, so it's not possible to evaluate the merits of your claim.
Addendum: You e-mailed me telling me that this was for capital gains taxes on a home. I provided you with the following response:
"If a taxpayer owns and lives in their home as their principal residence for 2 of the 5 years immediately prior to the sale and has not claimed the exclusion of gain on sale of a principal residence within 2 years of the sale then they can exclude some of all of the gain from capital gains taxes. If their filing status is Single, Head of Household, or Qualifying Widow(er) the exclusion is $250,000. If their filing status is Married Filing Jointly the exclusion is $500,000. If their gain was less than the exclusion amount, no tax is due and the sale is not reported to the IRS." |

You can report it to the IRS if you have sufficient information to be sure.
Be aware that some people just mouth off that the don't pay any tax, even though they really do. But there are people who do evade taxes also. |

You can't do it for the current tax year, only after they filed, then if they didn't you can call the IRS or go to their website. You can even get a reward (up to 10%!). |
