The Council Tax system applies to each property, not each person. Your mother's home will be registered for council tax and the bill issued probably in her name. If she asks you for a proportion of that bill to help out with costs, then so be it, but you will not get a bill. However, if she is claiming the discount for only one person residing there, she will have to inform the council that her bill needs to be amended to the full rate of council tax. |

Depends who else lives there.
If there is just your mother and you and you are a full time student then your mother will get a 25% discount.
If you are not a student, then your mother will have to pay the full amount

If you are not the Tenant who signed up for the lease of the Flat in the first place then you don't pay at all.
You're Mum is responsible for paying it.
If she is on benefits because of ill health or taking care of Children under 18(excluding yourself) it will be all payed by Housing Benefits along with you're Full Rent for the place. |

It doesn't matter how many people live in a property, it is the property that has the council tax on it.
So there should only be one lot of council tax on your flat.
However, if you are over 18, you could also contribute towards the council tax, to help your mum. |

Council tax is levied on the property, not the individual. It is up to your Mother whether she wants you to pay towards it. |

Yes if your mother is paying council tax as a single householder this will increase to the full rate if you live with her. There are other exceptions to this rule (eg apprentices) so your mother should check with the council. Under no circumstances should she continue to pay 75% unless she is prepared to take the swingeing consequences.
If your mother happens to be on benefits and she fails to contact the council re dual occupancy- the councils come down very hard on fraud.
