Taxes go back to the dawn of civilization. Tax collectors are prominently mentioned in the Bible, and they are reported in ancient Egypt and China and India. It is very doubtful that the notion of taxes was invented in one spot, and shipped around the world.
Taxes undoubtedly originated with the earliest clans. Some things were done for common benefit, such as group meals or building communal lodgings. Its a pretty obvious idea that everyone should contribute what they can to things done for the group; and those were the first taxes.
If you are going to organize a community, it becomes pretty clear that certain things are needed for the group -- such as a common meeting lodge. Thus, whole clans were called on to contribute to whatever was being done to serve the common interest.
That would pretty obviously include everyone contributing food and clothing items to the chieftan who was overseeing the community -- hence unable to hunt or to farm, and provide for himeself.
The invention of money almost inescapably leads to the notion of money taxation. Somewhere along the line, nearly every society would see that it is advantageous to collect money to support the leader, and to pay for community needs and benefits, along with sharing crops or results of the hunt with the entire group.
Since food and money were undoubtedly scarce in most societies, some (maybe all) the people would have chosen to keep most of what they had for themselves, giving as little as possible to the ruler. Again, another idea would be obvious, wherever one was in the world -- everyone has to pay a fixed amount, or a fixed portion (percentage) of what they had to the leader. And since few people would be motivated to come forth and hand over their share voluntarily, it would be pretty obvious that the leader needed a force of tax collectors, to collect taxes by force.
There is no particular brilliance in any of these ideas, just as there is no particular brilliance in deciding to have meals at specific times of day or posting guards around the community at night. So we can't say that taxes were an extraordinary inspiration; but rather just the evolution of a process where individuals would share with the group, instead of living just for themselves. |

During the various reins of the Egyptian Pharaohs tax collectors were known as scribes. During one period the scribes imposed a tax on cooking oil. To insure that citizens were not avoiding the cooking oil tax scribes would audit households to insure that appropriate amounts of cooking oil were consumed and that citizens were not using leavings generated by other cooking processes as a substitute for the taxed oil.

Taxation is as old as time itself.
There you are a common peasant in the year 4,000BC. You've got ten sheep and decide to sell one at the nearest town market.
You sell your single sheep and are paid half a pound weight of bronze.
Before you know it along come's the king's tax-collector who demands you hand over two ounces of bronze.
And what do you get for your two ounces of bronze?
You get a fat king who rules without consent of the people, you have soldiers billeted in your house who eat you out of house and home and never pay any bills.
It just gets worse.
Then in the 18thC c1776, when you are sick and tired of paying tax to a foreign fat king, you take up arms etc.
In the same 18thC the British invented 'income tax', apparently this was a temporary tax to help pay for the Nepoleonic Wars. The people were never consulted about this tax or even the war and the wars which followed.
By the 19thC, if you were unfortunate enough to be living here in UK, where you don't even have a vote, you have a PM called Dizzy who proclaimed from the rooftops, "everything is taxable". Yes, even the food in your children's mouths.
The most stupid tax ever invented was called "window tax" [1696-1851] here in UK. You can see the result of this tax in your own town when you look at old houses of the 17th, 18th and 19th C, many of which have windows bricked up.
Blimey! Cannot see a damn thing because of the tax.

Side note: The IRS was created, along with the Federal Reserve (a private owned bank, if you didn't know), to collect individual taxes to pay the Fed for the money the Government borrowed. The Fed and the IRS are both unconstitutional, but they exist.
The Constitution explicitly gave only Congress the authority to create Gold and Silver backed currency.
The Constitution only gave Congress the authority to tax STATES. Period. Not individuals.
Also true, if IRS taxes are raised, IT DOES NOT CREATE MORE MONEY FOR CONGRESS TO SPEND, IT ALL GOES TO THE FED TO PAY FOR INTEREST ON MONEY ALREADY BORROWED. Just ask Helicopter Ben, he's already told BO that truth in a little room on the side.

1861 Congress enacts the Revenue Act of 1861 to pay for what is anticipated to be a short civil war. For the first time an income tax is levied at the Federal level in the United States. The rate of imposition is 3% on all incomes higher than $800 per year. (Revenue Act of 1861)).
