Individual without taxable income do not pay taxes.
this includes :
minor children
persons on Social Security disability

Children don't pay taxes.

The other people are probably exempt since they fall below a certain income level and don't make enough.

Theres probably a myriad of other groups that qualify for exemptions.

I don't know, maybe it has something to do with the facet that some of those 250 mil are children,students, disabled ppl. Oh yeah and people here on work visas don't pay taxes for the first 5 years.

All of the above... I think here are more than 300 million people in the US by now....

They may also be counting each joint return as one tax-payer, but each such return is 2 people (except for surviving spouse).
