Income taxes do not go to the Federal Reserve either. Income taxes go to the general fund from which Congress pays for government services. Only a portion goes to pay interest on the debt. The Federal Reserve only holds a small portion of U.S. Government debt and AS REQUIRED BY LAW, the Federal Reserve returns excess earnings to the U.S. Treasury. In 2007, the Federal Reserve earned $40.3 billion in interest on the U.S. Government debt that it holds. It returned $34.6 billion to the U.S. Treasury. Before you say the Federal Reserve has never been audited, the Federal Reserve is independently audited every year and reports to Congress every year. Those audit reports are freely available to the public for anyone who cares to take a nanosecond to look.

Sir/Madam, you are incorrect. Title 26 of the US Code covers this. And the Congress has the right to make such laws under the "necessary and proper clause" of the US Constitution.
