Some people on benefits can get an exemption card/certificate but incapacity benefit is not one of those benefits because it's not income based such as income support or jobseekers allowance. Incapacity is a set amount it's not means tested so it's not counted as being a low income benefit. Only low income benefits are entitled to free nhs treatment. |
