Chris M | Why does U.S. tax policy give favoritism to married people? |
Additional Details dpacman... your article says nothing about married couples that have only one wage earner. In this case, the tax policy favors married couples over singles.

Actually it doesn't. Two single people who each make a certain income will pay less in taxes then if they were married and their incomes were combined. That's what people refer to as the "marriage tax penalty" when referring to taxes. |

Actually, the US Tax code PENALIZES married couples.

Well, married people are more likely to reproduce and have children, who will grow up and probably contribute to society. |

We use the tax code to do too much other than raize funds for the public good.
Depending on yourt income level you may loose out and be penalized for being married.
We should have a flat tax system. |

Actually married persons are punished by the tax policy. Although the "marriage penalty" is gone (pretty much), combined incomes push many middle class married persons into the Alternative Minimum Tax. However favortisim is shown to people with childeren and homeowners. |

The US tax code actually is written to incourage people to get married, buy a home and produce little future tax payers. The religious right have succesfully lobbied the political establishment to secretly discourage people from being single, divorced and childless. Every credit thats out there is for married couples with children.....unless your a business. |

The historical reason for the married filing jointly rate schedule has to do with community property laws. In a community property state, the income of both couples is considered to be joint property. At one time, there was only one rate schedule for everybody. However, in community property states, each spouse could file reporting one-half of the community income. Given the nature of progressive brackets, this gave one-earner couples (which was the norm back then) in community property states an advantage -- they got to use the lower brackets twice, whereas those brackets would be used only once if all the earnings were reported on one return. As a result, many states that were not historically community property states began adopting community property laws. Congress thought this was unseemly and unfair, and so adopted joint filing with a new set of brackets that were twice as wide as the brackets for single people. This gave all married taxpayers the same treatment as in community property states -- their tax was the same as that of two single people, each having half the community income.
At some point, as society changed and the proportion of single voters increased, Congress developed a concern with the fact that single people paid more tax on a single income than a married couple paid on that same income. Then, the single person brackets were widened somewhat, reducing the tax advantage of the married couple.
Even more recently, as two-earner married couples have become more common, it became clear that two married people with separate incomes paid more tax than two single people with the same incomes. Since marriage has become more or less optional in these times, this differential has been dubbed the "marriage penalty".
And that is where we sit now. Obviously you can't solve two problems at once: the differential tax on one-earner singles and one-earner marrieds, and that on two-earner singles and two-earner marrieds. So, which way the tax laws change depends upon whose votes count the most. |
