Why has my employer asked me to fill in a p46?
i have a p45 but its about 2 years old
my new employer has told me to fill in a p46.

Once you go past 10 weeks after the leaving date on a form P45, it becomes out of date. Once you are past the following 5th April, it becomes obsolete.
The whole point of a form P45 is that it enables employers to continue deducting your tax on a cumulative basis. An old form P45 is inappropriate for this, as the pay and tax shown belongs to a different tax year, and the code number has since been budget-uprated each year.

You need to have an up to date record of your tax info - a P45 that is two years old wouldn't provide that. A P46 will assume you haven't had job before or had one for a long time and you will pay the fairest amount of tax. Might be "emergency tax" at first though, which will be higher.

Your tax code from the old P45 will now be out of date, hence the need for the P46 form to be filled out.

because a p45 is a document of continuous pay and tax clearly there has been a 2 year gap and so a p46 has to be filed, it is a Business need and an Official requirement.

It's just to check that you'll be but into the correct tax band. They change from time to time as do other things and seeing as your P45 isn't that recent there just checking your not going to be over taxed. It's far better then being put onto emergency tax.

Basically, your P45 and P46 tell the Inland Revenue how much tax and national insurance both you and your employer should be paying on your behalf. If your P45 is 2 years old then it's probably out of date and anyway your employer may assume that you've had another job in the interval. In this case, he'd prefer it if you filled in a P46 so as you aren't hiding anything.
Or else you've got an employer who makes all his new employees fill in a P46. I had one like that once.
