It depends on how much you made - if you claimed 3 and didn't make enough to have any taxes withheld, they wouldn't have withheld any income taxes, but they should have withheld Social Security and the rest - did they? The EIC is separate from income taxes - you can still get that credit even if you don't owe any income taxes, so file a return regardless. If you made enough to where your employer should have been withholding taxes and didn't, then I suggest you talk to that department and get it straightened out. They're probably not going to be real sympathetic as you've had over a year of paycheck stubs & should have noticed it before now.
Added: Just saw your additional comment. You don't make enough to have income taxes withheld, and depending on filing status (are you married filing jointly or head of household?) will qualify for the EIC and additional child tax credit as long as your children live with you.

Depends on how much Income was actually earned.
Most states though begin taxing at a much lower amount of Income then Federal does. But still it would depend on the Income and which State as far as State withholding are concerned.
I would hope they did Social Security withholdings though

Also their is a Difference if you Claimed Married (M3), or Single (S3), as to where taxes would begin.

For federal you would have no taxes, if you can claim yourself + 2 dependents untill you are above $15550 dollars of Income atleast

have you looked at your last paystub... was the amount too low for taxes... ??? it would depend on what you were making.. you should be ble to get EIC credit if your income was low ... and that might be why no taxes were deducted.. for instance if it was less than $100 a paycheck.. there are no taxes to deduct.. if you were making $800 a paycheck it would of been deducted...

Your income might be low enough that three allowances means that nothing would be deducted for income tax.

If you are claiming the two kids on your tax return, you are probably OK claiming 3 on your W-4. It depends on what your income is, but if it's low enough that claiming 3 resulted in nothing taken out, you are probably OK. If you are eligible for EIC (again depends on income), you'll probably still receive a "refund" check.

If you'll post again with your total income for the year, somebody can give you a closer answer.

I assume you are not married and filing a joint return - if you are, then your husband's income and withholding would have to be taken into account

You probably didn't earn enough to have any tax taken out. Without knowing how much you earned, it's not possible to say if an error was made or not.

However if you thought something was wrong, you should have asked the first time you got a paycheck with no income tax withheld. It's far too late to correct an error now.

Edit: Assuming that you're a single parent with 2 kids, you'd have to earn more than $18,050 before you would owe any tax. That's why none was withheld. You should still qualify for the EIC and will get back a few thousand from that; I don't have the numbers handy.

You will not owe any taxes so none will be taken out. The standard deduction and personal exemptions for a single with two kids is well over your gross pay.

You wages are probably not high enough on your schedule payment to be able to take any FIT. It is too hard to try to calculate what will happen unless you know everything that is out there. It is still possible that you will be able to take the EIC credit, and there are the credits that you get for the children too. It is also very possible that you may have exceeded the limit for the EIC and will not be able to take it. It is also very possible that not enough was paid into FIT and you will have to pay. You need to get all of your information together and take it to a tax person. That is going to be your best bet. I, personally, would change my exemptions to S/0 or S/1. But that's me. You could wait to see what happens with your taxes before making that decision.
