The reason seems to be based on what they will do with the money.
The government needs people to spend this money not save it. The lower you go down the income ladder the better chance that the money will be spent. |

because those who dont pay taxes usually get paid under the table, therefore they are still spending money helping the economy. There are a few jobs that I know of that you dont pay taxes but still survive. Some waitresses all pizza delivery people, nannies, and a few others, these people still contribute to society by spending their cash, but dont pay taxes out of their pay check. they still pay property tax school tax and others just not federal. I break even in my taxes, I get what I paid some people get more than what they paid in taxes, you should be wondering about them. |

Because this is a "stimulus" and put together by politicians. People who don't pay taxes tend to also be the people who will spend money if you give it to them.
Actually, if you are wage earner and you make $5000, you do pay taxes--$382.50 in fica/mc.
So...the rationale is we'll "refund" their ss taxes, but get them retirement credit anyway. |
